Case Study: After-School All-Stars Las Vegas — Program Operations Enhancement
Executive Overview
This project involved a comprehensive assessment of staff training materials and operational procedures for After-School All-Stars Las Vegas, a chapter of the national nonprofit youth program. While managing after-school education programs across three inner-city Las Vegas schools, serving 500+ students, managing 50+ staff, and approximately $500,000 in annual program budgets, I led the effort to create a standardized operational manual, the Site Leader Guidebook, to serve as a one-stop-shop for procedural answers. The project's scope also included designing and implementing supplemental tools for enhanced staff performance, culminating in a training presentation of a new Budget and Project Tracking Tool to the National Management Team at their headquarters in Los Angeles. This work aimed to stabilize site operations and create uniform practices across the local chapter.
Challenge
The project was initiated due to a need expressed by Site Leaders and the Program Management team for a standardized, comprehensive management document. The challenges reflected a fragmented operational environment:
Documentation Gaps: Site Leaders lacked a single, reliable source for procedural answers on essential aspects of their position, such as payroll verification and field trip planning.
Need for Standardization: Operations required standardization across multiple areas, including classroom structure, payroll deadlines, and records retention.
Complexity of Compliance: Staff needed clarity on handling complex compliance requirements related to mandated reporting, student allergies, and grant mandates including Family Night and Drug and Alcohol Awareness training requirements.
Approach
The approach focused on three pillars: documenting existing best practices, creating standardized tools, and training staff at both the local and national levels.
Guidebook Creation: I drafted the Site Leader Guidebook as a living document intended for continuous revision and improvement. It centralized procedures across six major operational areas — Evaluations, Field Trips, Payroll, and Site Management — and formalized policies for critical situations including student dismissal, injury reporting, and mandatory reporting obligations. Administrative expectations were defined for daily, weekly, monthly, and end-of-session duties.
Standardized Tools: The Guidebook formalized the use of existing systems for payroll and attendance tracking, and introduced new digital procedures for monthly lesson plan submission, supply requests, and planning time tracking.
National Training & Dissemination: In addition to local staff training, I created and presented a Budget and Project Tracking Tool at the national headquarters in Los Angeles, sharing efficiency and budget management best practices with chapter representatives from across the country.
Impact
The project delivered a stable operational framework, reducing reliance on informal communication and positioning the local chapter for consistent program quality.
Standardized Program Delivery: Established a universal classroom structure centered on evidence-based best practices, ensuring consistent student experience across all three sites.
Improved Compliance and Record Keeping: Mandated secure and confidential record retention in compliance with FERPA requirements, ensuring critical student and payroll records are properly maintained in a single, locked location.
Financial Accountability: Formalized the monthly digital lesson plan submission process to accurately verify and compensate instructor planning time.
National Recognition: The presentation of the budget and project tracking tool at national headquarters demonstrated the local chapter's operational maturity and provided a model for other chapters across the country.
